Characters with this skill have their tile-to-tile movement cost halved. Movement cost is always halved, the character can pass over normally impassable tiles such as Void and Water and does not take environmental damage such as from lava.
Close combat restrictions regarding Flight are waived for the character. He may attack Flying characters with Melee and Hand-to-Hand attacks from the ground. He may likewise attack grounded characters while Flying.
The restrictions still apply for the target, unless they too have Feet of the Wind or Ether Stepping. A target can only counter-attack with Melee and Hand-to-Hand attacks if they're both Flying or both on the ground.
